You are avoiding answering the question.....wouldn't motorways be safer if everybody drove at a LOT slower speed? The answer that you are avoiding is.....yes. But....like everything else in life, you make a lot of choices on whether it's worth it or not. I've jumped out of a plane a few times....why would that be allowed? I chose to make that decision and live with the risk....like everything else. I'm an EX bicycle rider...not worth the risk for me...too many close calls. How do you solve that? ...I've no idea, but banning cars isn't the answer. Yeah...I know...you didn't mention banning cars....but you are going to extremes that aren't needed.Completely different risks.
Motorways are still the safest roads to travel on despite the speed involved
Through towns you have cyclists and pedestrians who are a risk and we need to make the roads safer for them.
No point encouraging people to use bikes to get about if it's a death trap
