Report it to the mods if you suspect it. Having had a couple of posters in the WHS misery threads repeatedly suggesting that I've got multiple accounts, I can confirm that is also irritating.

Spend 10 minutes at any busy traffic light controlled junction anywhere in the capital and all will be revealed... half wits on Lime or Santander bikes with absolutely no road sense whatsoever, couriers who ride like they have 9 lives, deliveroo types who are paying more attention to their phones than the other traffic, its pretty lawless out there

We do but it is not a cast iron guarantee. There are also ways around this.Surely it would be under the same IP which I believe the mods have the ability to see and block
As always, we request that people report and then we can elevate to the powers that be. They can look deeper into things than we can and we can weedle them out that way.
