Indeed, but how you get there isn't, that's the point, if I hole out every shot for a 75, and some Yank doesn't hole out on a single hole, how are my scores comparable to his?The calculation for a score differential is exactly the same globally.

No it is not just for matchplay.Wasn’t MLS supposed to be for match play.
So in areas where match play scores can be used for handicap submissions, if you concede a hole/lose a hole, you will add strokes on depending on where you are laying and the guidance.
It’s not meant for ‘normal’ play.

So you agree it's nothing like a world system then because every country is doing it differently?Handily they aren’t in the UK then. Maybe they can be used in the US (and other areas it is used) as culturally, they might play match play instead of medal/stableford competitions

Cultural differences in various countries allow for scope, which is perfectly acceptable.
