I don’t see that, I see the ball move a fraction just before he strikes it with his right foot. Is there footage that shows the ball deflecting after he hits it?

It was discussed in the BBC highlights package last night. The footage might still be available on the BBC Sport app or website.
 

I can’t hear the sound due to work but I’m still only seeing the ball move before he hits it with his right foot. I struggling to see in the article where it says it deflects after he strikes it only that he hits it twice in the same movement.

This is what it looks like to me on the super slow motion replays I saw. One frame before he kicks it with his right foot, the ball jumps up half a centimetre - caused by his standing foot. Impossible to see whether he's crumpled the turf and that pushes the ball up though (as you said earlier). As I said, I think it should be a case where you repair the pitch and retake it.
