Golf greens get switched early morning and by 9.00 are bone dry. Even if it is a really heavy dew surely it is not beyond the wit of man to dry the strip and the bowlers run ins etc.
We are also having this discussion during a heat wave. In normal times it is much more relevant.
The dew doesn't need to be heavy to impact a cricket wicket. Any sort of moisture can make a difference and 11am is a reasonable time to allow for that to clear.
