happens every time with my dad, he will be typing for ages, then it will go quiet and then the thumbs up emoji appears

No, it means they were typing and redrafting a message to send, and then changed their mind and didn't bother sending anything.

Or, like my mate, they type a big response and then forget to hit send. He does it all the time and it drives the group mental.

I think putting it on people to carry out the deed is the problem. Set it up for a fully automatic process and then you remove the weak link.

Just tested it and it doesn't show you someone typing in a group you're not in!

If part of any society deems it appropriate and acceptable to administer such punishment, then members of that same society must accept that it is their responsibility to pull the trigger and to carry out the punishment as humanely as possible.
