I think he is blaming the menopause for women not understanding his behaviour and he is trying to deflect the blame.

On the reporting thing ,You only have to look at some of the efforts to defend him to get a handle on that I think. These range from it's just some dirty jokes to it's no different to what we see on the bake off and this was ok back when he was growing up.
