NRs is there an alternative

I read the letter and was a bit confused.

The writer says that NRs are not included in calculating CSS but I thought they were. My understanding is that NRs are simply counted the same as scores worse than SSS +2 so the fact they were NRs wouldn't stop the CSS going up.

If the chappie is saying that people simply don't hand their cards in and therefore aren't inculded in the CSS calculation that is about a failure in how the comp is run rather than the handicapping system. All comp entries and cards should be accounted for so any card physically not returned should be counted as an NR.

Happy to be corrected if my understanding is wrong. Tried to check on the CONGU site but couldn't find anything specifically referring to NRs in calculating CSS.
 
I've encountered issues where single figure guys have a stinker front 9, NR and walk off which is wrong as it I'm sure (someone could correct em) change the CSS of the course that competition. What I would like to see is a 1 shot handicap increase for every third NR or the increase changed to 0.3 for a NR. That would stop NR's for playing badly but granted you won't stop it for lost balls.

SUrely giving a shot back or increasing the 0.1 increase is just a charter for the unscrupulous to get their handicaps up quicker and therefore give themselves an advantage. I'd prefer a three strike system whereby if you put the NR's in over a rolling 12 months there is a ban from the next comp.

We've all had horrors and whilst I agree that it is suppose to be fun and no-one likes grinding out a 10, you've entered in good faith assuming you'd play well and so you should abide by the comp rules and hole out (unless stableford of course - in which case for pitys sake pick up if you cant score)
 
Think system works ok at present, at ours we do not play any stableford comps. Are they more prevalent in other sections of the UK ?
I actually managed a 0.3 cut this year after a no return early on.
Like others have said already I find it disappointing a little un nerving if a playing partner has a nr and just walks in. I always try and keep soldiering on. Didn't realise some clubs had rules in place to deal with that.

You are meant to be out enjoying yourself, after all you could have been dragged to the shops :-)
 
There are NR then there are NR.
To me not returning a score on a hole is not a heinous offence having had occasion to do it. (I hadn't 'lost' a ball, I knew where all of them were - in the lake! Just saw no point in delaying everybody unnecessarily while I scored 13!) I have also turned a 440 yard hole into a 1000 with walk backs - very humbling.
Not returning a card - for any reason - is an offence. Even if you walk in you should return the card as what you scored on the holes you have completed may affect the CSS. At my club that form of NR is punished by a one or two match ban.
I would argue for a distinction between the two; NS for the first, NR for the other.
 
I've only ever NR'd on a hole in strokeplay once, and that was to avoid holding up play to go back and play another ball after not finding it where I didn't think there was any danger of losing it. The fact that I wasn't lighting up the course was also part of the reason I didn't go back.

Homer, I suggested the 0.3 increase for the NR without even giving a thought to those who may look to manipulate the system if I'm honest but I think most of us agree that some sort of ban should be enforced but for me it has to be more severe than missing 1 comp, maybe missing a championship qualifier or banned from entering a matchplay comp could be a solution.

He just needed gentle education by pointing out that the CONGU handicapping system requires scores to continue to be recorded even after N/R on a hole.
