You can switch iCloud of and still save your data to iTunes using a cable. Then when you change phones just plug the phone to your laptop and all the data should transfer over.

I actually did go through iTunes using a cable, although it did mention iCloud in the prompts, I just fumbled my my way through it all tbh but got there in the end.

My Father in Law's partner had loads of photos from her old PC she wanted to put on her iPad.
There wasn't enough room on iCloud but I put them all on Google Photos for iPad which has three times the amount of free storage.

Also just started getting a pop-up every ten minutes telling me that I've nearly run out of icloud storage and do I want to pay the monthly fee.
