What is the relevance of PH if a competition is not involved?
Handicaps are about CH.

They confuse things by mentioning unrounded course handicap. They should have gone straight in to defining how to calculate a playing handicap without even mentioning course handicap

I think it would be simpler if your CH was always an unrounded number (e.g. 5.893412) but the rounded version of this (in a sense how many shots you get) was a whole number and always called your Playing Handicap.

Sounds sensible. A 100% playing handicap and no mention of course handicap at all.

The only CH value you ever need to know is always an integer. No-one ever needs to know, or calculate, or do a calculation with, an unrounded value of either CH or PH.

In our system we have (1st April) rounded/unrounded course handicap as a thing.
Australia have never had course handicap as a thing.

Handicap Index - then straight to Daily Handicap which has 93% multiplier built in. This is handicap they use for individual strokeplay and nett double bogey limit as far as I know.

They have not been changing this to 90% multiplier for 4bbbb matchplay either.

If we had adopted this from the start, I believe it would have made everything easier to adapt to for the average player.
