active / inactive handicaps

CONGU rules . . . All members (men and women) of an English affiliated Club must have submitted at least 3 scores per calendar year in either qualifying competition, Supplementary Scores or 9 hole qualifying events to have an Active handicap. Those that have not will have an Inactive handicap.

Does this (lunacy) allow a person to hold a handicap for two years having played in only 3 Q comps? For example, if he plays 3 Q comps in Jan 2011 his handicap is valid until 31st December 2012?

thats how it seems also intial handicap allocation is valid for 12 months to so in your example the player could of had a handicap allocated jan 2010 and just play the 3 Q comps and be active until dec 2012

not forgetting that you don't ever need to play in a Q comp to get and retain your handicap....
