But starting too early is one thing- starting before your time. The stroke you make for your start is a separate matter. Or would you say that if I start 3 minutes early, play from within the teeing ground and put my ball out of bounds, I incur a 2 stroke penalty but can put another ball into play without a stroke penalty?

I'm confused! Are you suggesting that if he had teed up a ball before his starting time but not made a stroke at it he would have been subject to penalty for starting early?

The player makes a stroke. He makes it too soon and from outside the teeing ground.
