Backstopping - Enforcing a Player to Mark Their Ball

I've never understood why anyone would try and use a ball as a backstop. Surely, if you are good enough to deliberately hit another ball, you are more than good enough to hit the hole which is 2.5 times bigger then the ball?
I not sure it's the deliberate nature of hitting a backstop that's the thing here. It's what a backstop provides when I miss. Truth is that I find the whole scenario very odd - unless I'm missing something.

Agree re “odd”. Now I believe I know the rule, and that you incur a penalty if you refuse to mark your ball, then I can’t understand how there was a stand off. In that first ,it is plain bad manners to refuse, it’s being a right arse, but then, no doubt being told that you’re going to incur a penalty if you don’t mark, why would you continue to refuse?
If I was marking Mr obstinate’s card, then one more chance and then the penalty would be applied.
Can’t see any alternative unfortunately.

I don't believe the intention of the player is to hit the ball (if they want it as a backstop). They simply want it there as a bit more insurance if they miss the hole, and it means there is a slightly higher chance the other ball will stop theirs from running too far away.

Except, and this is just how I read it., Player B wants it lifted so that it's not there to act as a backstop - or indeed a STOP for a chip that doesn't go in.
