Views on Florida scramble rule please

This situation arose the other day and there are two views on it.
Coming to the last hole, player 1 is the one whose drive has to be taken.( the other three have all had their mandatory 4 drives. Player 1 needs this drive to get his 4 drives in).
So he drives off and the shot goes off into the wide blue yonder probably OOB, but whatever, it is well and truly lost.
So it’s three off the tee. but
Who plays the next shot, (a)player 1, whose shot lost the ball, or (b)do the other three members of the team play a shot and then one of those is chosen for shot number 4?
Opinions are divided.
FWIW, I believe it to be (b)

I'd go 'B' also. His drive counted (and cost 2 shots on the card)

If the unlucky player had hit it in the water, they'd all play shot number 3, so what's the difference
 
In foursomes it would be the other player, so I would say (b) in this case. As they would be 3 off the tee, player A's drive has counted so no issues on getting his 4 drives.

Think of what would be the next move if Player A's drive had been in play. It has to be the ball chosen for shot No. 2 and so Player A would play it and then the other three would place and play their balls. A's drive which still has to be the chosen ball is, however, lost or out of bounds. That means shot No. 2 has to be played from where the previous stroke was made. In scramble terms it is the new situation whereby all four players play from where the chosen ball lies. Thus, player A plays first as normal as his is the chosen ball , followed by the other three who place and play from the same spot. The side have then played two talent shots and picked up one penalty stroke.


Edited in the light of the comment below. I'm not familiar with Florida Scrambles and had migrated the game to Texas. I've left the explanation in case anyone is interested in what you would do in a Texas Scramble.

Definitely almost (b). His drive counted as 1 stroke then add a penalty stroke for OOB, then the other three play from the tee for a total of 3. Whichever of those 3 has that shot from the tee chosen doesn't play the 4th shot as it's a Florida.

I would go with the other three tee off and who ever's drive is chosen the does not take the next shot.

Player 1 has taken his mandatory counting drive.
The other players follow with their strokes and incur the 'and distance' penalty.
The team now 'lies 3'.
The player whose ball is now chosen does not play but player 1 does.
 
It's B, but it goes down as his drive as he hit first. Odd for a 4 tee ball requirement in a Florida scramble since you only have 3 people hitting each subsequent shot, much more common rule in Texas scrambles...
