Is it not the case that in some countries urban motorways allow that.I drive to and from Glasgow most Fridays. The M8 is only 2 lanes for much of it. Often there are hardly any cars on the inside lane and the outside lane is packed with cars doing about 60.
I don’t see any problem driving slightly faster than them on the inside lane.

Undertaking is only an issue when it's someone swapping from lane to lane.
The standard of motorway driving is horrendous and I re-iterate my desire for a test to be passed before you are allowed to drive on the motorway.Middle and outside lane hoggers pottering along at 65-70 causing people to undertake them on the motorway
I’ve seen pupils being instructed on the A2 ( motorway standard 3 or 4 lanes) sitting at 60 in lanes 2 or 3 when the inside lanes are empty for at least 300 yds and they aren’t even closing on them.The standard of motorway driving is horrendous and I re-iterate my desire for a test to be passed before you are allowed to drive on the motorway.
Maybe that was the tourists.They did when I were in Florida..
