All our major club finals are limited to 20. This includes any subsidiary competition that's also for prizes. I feel this gives beginners a real incentive to get lower rather than just coasting along off 20 odd. Also it is more difficult to manage handicaps the higher they are and higher players are likely to improve quickly sometimes by a large margin from week to week. All our midweek and winter comps are not restricted but to get on the board you have to be 20 or under or play to that level.
I see no problem with handicap limits, they protect the integrity of prestigious competitions and aren't just about high handicappers. There are plenty of opens that are for Category 1 as well as scratch comps. It's exactly the same thing. If you want to play in them you have to get lower.
As for OP, it's rediculous to say the handicap limit only applies to first place.
