One thing I'd like to change is where they get them.
In theory, if I play spot on to my handicap I'll bogey SI's 1 to 11.
In theory, a 15 h/c will bogey SI's 1 to 15.
I know that'll very rarely happen, but why don't I give the 15 h/c his shots on SI's 12 to 15, where I'm supposed to par and he's supposed to bogey?

I understand your arguement, but what happens when you have to give more than 7 shots. I'm a 25h/c you have got to give me 14 shots, but where? Would it be from 12 to 18 and then 1 to 7, I dont know.

Just the thoughts of a meandering mind.
If the game panned out 'exactly' to handicap, SI 11 is where I would score 1 more than him, so why not receive my shot there instead of the hole where we're both as likely to make bogey.
Like I said, just a rambling thought, but I like the sound of it.
Of course all this depends on the Stroke Index depicting difficulty of the hole - which according to the guidelines it shouldn't. They should be spread around so shots are given throughout the match and not in "lumps"
Unfortunately a lot of courses do allocate SI in order of difficulty but SI 1 shouldn't necessarily be the hardest hole and 18 shouldn't necessarily be the easiest.

Well you can't do much more than allocate the shots where the card says you should get them, regardless of how the particular course allocates their stroke indexes.
It would be quite funny (maybe even an excellent idea) if you said to someone...
