Funny you should mention this... I was playing a match against one of the guys at our club last week, German guy, originally from Stuttgart. In Germany you have to have a license to play golf. The license comprises of 2 parts, a test on the etiquette and rules of golf and an aptitude test (to prove you can swing a club properly). without this license you simply cannot play golf at a course in Germany.
Not sure it would work here, but its an interesting idea nonetheless..

Having to pass an exam just to be allowed on a course would, for me at least, simply add to the air of snobbery that still exists quite widely in this game.
Sounds to me as though you are slightly worried about whether you would pass?
I think a test on etiquette and play is a good idea. And there should definitely be sections in it on choosing wine, speed of play, caddie management and when to give a putt.
