Surely they are simply 'equipment'.

19-4 makes pretty specific reference to 'outside agency' though! Does 19-4 need some additional wording to say...19-1 'as if it was an' outside agency or 'as per' outside agency.

Aren't there differences in how 'equipment' and 'moveable obstructions' can be moved by the various types of player - Player, Opponent and FC?

Bags etc satisfy the definition of Movable Obstruction. There are many things on a golf course that can be two things at the same time. A dead branch is a Loose Impediment and also an Outside Agency. A fixed distance post is an Immovable Obstruction and an Outside Agency. It depends on the circumstances which 'condition/status' applies.

"When a ball is in motion, an obstruction that might influence the movement of the ball, other than equipment of any player or the flagstick when attended, removed or held up, must not be moved."
