Yes they would, there has to be some sort of check on players abusing the rules.
Perfect. I thought that was the case.

it seems some of the players at my club have been submitting cards despite the course being on temporary greens. He has said he doesn’t have the ability to manage these scores, but I would have thought he would do and can just remove them accordingly

Your club should be switching off the ability post scores to MYEG, on days when the course is non qualifying.

They are lots of posts on this thread of how easy it is now to manipulate your H/C & equally lots of denials from the usual suspects.
Sadly, in my experience very few clubs & H/C secretaries for various reasons are not very vigilant regarding H/C manipulation & even when it is suspected, they are reticent to take remedial action.

Not sure how you can make that statement, have you a working knowledge how other clubs are managing handicaps and is your county full of golfing cheats?
Not come across it during my time as HC Secretary at our club, must be doing something very wrong.

Much more detail is required before we can accept such a sweeping accusation!!

He should have toggles off the setting which stops qualifying scores being entered

I fully get this, and have offered my assistance with things to help so we could
do that sort of thing and others.

just now he is aware of the fact, I wondered if he’d be able to just easily find cards logged on specific days and just easily remove them

Yes, the system provides a "score listing by day" report from which he can do just that. Simply click a score from the report and the delete option appears.

you delete scores using the WHSPlatform - that’s what we were told to do at the WHS forum. I think it confuses the systems if you delete from Club Systems/IG

He must have shot somewhere in the mid-120s gross unless my maths fails me. Crazy to do that and win a competition, haha. You don't even really need to strike a ball successfully to shoot 120+.
I bet a scratch golfer could say the same if a golfer were to win a competition with a gross over 80, let alone 90.
