Apart from such a putter, is it permissible to use the the "non striking face" of ANY club to hit the ball? e.g. playing left handed using the back of a right handed club.

Yes or No please, but only with chapter and verse.

If yes, I've won a small wager. If no, I'm out of pocket but shouldn't all those who just tap in with the back or toe of the putter be penalised?
 
Yes, you may hit the ball with the back of the club head. Decisions 14-1/1 (provided the ball is fairly struck at under rule 14-1 and that the club conforms to rule 4-1)

As per the "Getting Third degree" thread - Dulwich & Sydenham Hill. Had interview & been invited to a play-in round at the weekend. On assumption that I don't hack my way round too badly, keep the pace going, and don't cuss & chuff in front of the captain, then I hope I'm in as a temp' member. After that, it's up to me ...
