The weather looks on and off today, expecting heavy rain. Is it accepted in these conditions to wear your waterproof trousers instead of my normal golf trousers from the start, in stead of putting them on over the top when it rains?

I really can't stand both at the same time!

Sure, and it is often done.
 
Wear what you feel comfortable in! If you don't like the feel of your waterproofs on your legs then you could wear a pair of long johns or leggings.

Under Armour, Skins and Galvin Green are the ones to look out for.

Alternatively, you got get a pair of trousers that have DWR finish that will keep you dry. Under Armour, Nike and adidas have some good options.

Personally I have a couple of pairs of Under Armour's winter trousers which are great in single figure temps when it is wet.

Yes I've worn my waterproof troosers when it hasn't rained
Even worn them in the clubhouse as my M&S black trousers were classed as jeans

Strange that they will allow you to wear a manky set of waterproofs instead of some decent trousers

Waterproofs are not allowed in our clubhouse, but it only takes a minute to change in/out of them in the changing room. I will often wear waterproof trousers if there is water on the course (even when not raining) to stop my decent trousers getting dirty. I can't wear waterproofs on top of normal trousers. Gets too hot
