Am I missing not only the irony but also the inability of some to recognize that “National Authorities “ CONGU, had with the implementation of WHS sent out clear instructions as to what Handicap should be shown on a card.

Depends whether you consider Congu to be a 'National Authority'. To me, by its very name, it's 'above' that level. I've seen several instances where a clubc ommittee/section has had to be reminded that something they've tried/wanted to do is against Congu rules.

The WHS Rules only specify "Authorized Associations".
However CONGU may be classified as "Multi-National".

As a H-cap sec, it p***** me right off when folks moan about "petty" DQ's for the usual infringements. Hey why don't you volunteer your time and replace me, and I'll swap the onerous task of filling in one simple scorecard as requested.

CONGU has laid down that Course Handicap must be on the card to avoid DQ, so that is the only one that needs to be on the card.

I suspect that most clubs - as ours has done - have revised their cards to show CH and PH with no need for HI. The advice as to what should be on the card could have been done much earlier.

Our new card has a box for each of HI, CH and PH. I enter all three as I know before I go to the club what they are without needing to calculate them - my understanding is that I need only to enter my CH plus my gross score for each hole.

I have to admit to thinking that, in truth, as we are asked to also enter our score electronically the need for a signed card becomes rather redundant if that is what we do. Those who do not enter score electronically can continue to complete a physical card.

Clearly however in any (usually matchplay) format requiring me know my PH then I must know that, and if playing away from my home club then I must know my HI for my CH as a physical card submission may well be required.

I ended up chucking my hand in over this sort of thing. When WHS came in we told people time and time again what they needed to put on the card without success. I was spending hours sorting cards that people couldn't be bothered spending a few seconds over. Has as been mentioned, you can't disqualify someone for putting a lower handicap in the Course Handicap box but that presents its own problems. If its a medal comp the revised net score will more often than not be higher than the computer shows, if its a stableford you have to check scores on holes that are not now shot holes to see what difference it makes. I just came to the conclusion that if some people can't be bothered why should I.

I remain hopeful that our ISV will enhance their functionality in order to facilitate adjusting course/playing handicaps for the competition based on what is on the scorecard in accordance with the rules - no idea why this has never been included as it seems like a pretty basic requirement for running competitions. I've been logging requests on a regular basis for a few years now, so am expecting it any minute now. ?

In a recent comp the person dealing with the results DQd someone for no name on the card. I had to contact them to say it was not a DQ. The player went from DQd to being the winner.

It really astonishes me that this is not a requirement (yes I do know it's not a requirement), but how did the rule makers ever think that putting your name on the card wasn't a necessity. It's bonkers.
