Definition of a Temporary Green

Further to my musings about the requirement for a putting green, have now just realised (at least) one reason why a green is necessary - the definition of "holed". A ball has to be "below the surface of the putting green" to be holed (or else, some of the ball has to be so). Therefore, (presumably) no ball can be holed if there's no putting green, and therefore no game possible.

Can that be a 1mm width green surrounding the hole?

Can we not just say that, in the case, the putting green is the entire fairway of that hole? After all, if the grass is all cut to the same length, at least the player can use the boundary of the rough to define the edge of the green. Anything else is just undefinable (Committees / Green Staff's fault).
