Our club has a few medals with an 18 handicap limit. People with a higher handicap are allowed to enter and play off 18. So people above 18 are not playing off full handicap. Would they allow this or insist we don’t allow people over 18 handicap to enter?

Clubs or authorised (eg counties) competition committees can limit entry to players below (or above) a specific handicap. Typically a County Championship entry would be limited to cat 1 or even a max handicap of 2. The comp would be for gross score prizes but would also be a net score handicap qualifier.
