Cheating and penalties

We had a guy that was seen deliberately pushing his ball out from behind a tree with the back of his club to give himself a better shot. 2 guys on another hole seen him and reported it.
He got a 3 month ban from the club

Same happened at our place, club did sod all, mainly because his grandson is the best player at the club.
 
Did he kick it out of anger, a bit like throwing a club, or to improve the balls position? Different scenario's in terms of the person going forwards. Same penalties but one is frustration that they know, and don't care, will DQ them or lose the hole whilst the other is cheating.

Interesting question but ultimately if it gets around the clubhouse and fingers point do you think people would differentiate. If you cheat then in my opinion clubs need to take action and you deserve any reputation you get. If you are having a bad round and lost the plot/will and kick it out then of course you'll out of the hole (in matchplay) but if you then carry on the hole are you really cheating
 
he was confronted by one of the guys in the fourball and he admitted doing it , myself and the opposing captain agreed that it was loss of hole, contacted regional office today and they agreed
