What a silly outdated rule. Vast number of golfers using GPS apps on their phones these days. The rule should be modified to say "don't take phone calls on the course", because that's all it really means.

As for your second sentence, it's when you're playing with someone like the subject of this topic, rumours already abound about his conduct, and he's about to start looking for his ball - video app at the ready.
 
Reading all this is not exactly encouraging golfers to report any cheating! Or is it who you report!

it is very difficult, as it is in any sport or walk of life if you are going to accuse someone of cheating of breaking the rules.

If you are going to make a formal complaint, then there has to be som evidence beyond my word against yours.

If someone is a known cheat, then either video evidence, or organise several people who have witnessed it. If you gave say 10-15 people signing a letter that spans multiple rounds that would be far more likely to have some sway.

If you suspect someone of cheating, maybe speak to them, perhaps they didn't know the rules, or speak to the pro or captain to voice your concerns, there are probably different actions you can take than making a formal written complaint for disciplinary action.

From my time as club captain for my rugby club, it was my job to speak to players if they weren't acting to the laws of the game of the ethos of the club, if someone had spotted a team mate punching an opposition player but missed by the ref, I would speak to them first, listen to the and put them on notice, if it continued then it would move up to disciplinary committee.

Unless of course there was video evidence, which did happen once, so it went straight to disciplimary committee, then up to county board, where re receieved a 6 month ban

That’s like playing golf with the KGB.

If someone wants to cheat that’s their buisness.

All I’m saying is “ if your not going to be believed by your word it’s unlikley players will get involved”

If your standing around filming people that will cause more trouble imo.

You’re not allowed to have a conversation on your phone in the bar you must go outside you can text.
Probably needs changing but as far as I’m aware it hasn’t been.
 
Quite a simple way of solving a lot of these situations is for the marker to refuse to sign the 'suspected' cheaters card.
I know a couple of occasions where this has happened and strangely enough no further action was required.
I have done that and belive me that is far from being over.

He called me outside to sort it!
I obliged and he backed down 🥊

Phones also have a silent mode, if that was a real issue.

Real pity, because you can use the England Golf App on your phone as a scorecard, when submitting score for handicap. Shame your club rules make that feature obsolete
