I am hopefully going to be rejoining my old club after a long lay off due to injury ,as it has been well over a year [20 months] do I keep my old h/cap or do I have to put in another three cards to get a new h/cap as there is no way I will be able to play to my last number.
the club pro seems to think another three cards ,is he right ?
 
Your old HC should still be on the system

So you should put three cards in to make it "competitive" and also the HC committee should make any necessary adjustments for the the injury lay off

But you shouldn't get a brand new HC
 
I don't know the exact rules as they stand today, but common sense says your previous ability should be taken into account.
Imagine a 4 handicap putting in 3 cards and getting a 12 handicap. It would be ridiculous.

And 24 months isn't long.
 
Seems no actual rules.

Guy I know lapsed and played no comps in 2016.

Told to hand in 3 cards and was given a fresh handicap due to a whole year with no qualifying scores submitted.
 
The answer is in clause 26 of the CONGU MANUAL. But in summary if your old handicap became inactive within a year you get that back once deactivated. If longer time has passed you do three cards, the same formula is applied as for a new handicap but when deciding the actual handicap given the club must also give 'due and full consideration' to your playing history. The manual is completely unclear as to his they do that or what they should do if you once played off 10 and the cards show you as 20,say!
