Now that you have been elected El Presidente, make a new, unbendable rule to be enforced throughout the world of golf. No need to justify your rule, just decree it and enforce it !

Mine is:

Junior golfers should not be allowed to use trolleys and must carry their bags at all times.
 
Ooooh, here's another one:

Anyone who continuously leaves their bag/trolley at the opposite side of the green from the next tee should be forced to watch 12 continuous hours of Eastenders (surely a fate worse than death)
 
If you are the last person to leave the tee or green, and you were not the last person to drive/hole-out you will receive a one shot penalty for every occasion that occurs during a round.

It drives me mad when, on that odd occasion I don't have the honour :D, other players are putting their driver away and picking up their bag when I'm already moving and I played last!

In fact, the same goes for anyone seen marking a card on the green when everyone has holed out :(!
 
Juniors not allowed to have electric trolleys (they all have them at my place.
Juniors not allwed to hit the ball so far when playing with adults ( golfed with one last night in a comp he hit 25 yards past me all night he's 7 stone wet, great kid tho) :D :D :D
 
failure to replace divot - loss of stroke
failure to repair pitchmark - loss of stroke
failure to rake bunker - loss of stroke

(to be applied universally; professional, amateur, and to all groupings (ie men, women, senior, junior)
 
so far it's all negative, can anyone think of any positives?

how about,

the national golf unions are required to provide mechanisms to enable all golfers within their catchment to obtain and maintain a handicap.

Just to defend the odd time where I am guilty of committing such crimes, if on the tee my partner tees his ball up and is ready to swing almost straight away I will stand perfectly still and not return to my bag and mess with my headcover, as this could be distracting. I agree this leaves no excuse for leaving the tee after you, but it should at least allow leaving at the same time to be considered at the very least acceptable.

Also, with holing out, if I had putted out first I would similarly want to remain still / quiet for the putts of my competitors. Further to this when holing out first I believe that you should replace the flag, so I may in fact leave the green after you and be slower moving to the next tee as I have to replace the flag and then put on my headcover etc.

I do agree it can be annoying and perhaps wrong when this occurs in bounce games, however during a medal I believe it is unreasonable to try and enforce this every time.

Oh and writing this I have found my rule- it is my pet hate on a golf course. When players who hole out first don't replace the flag and just leave it for someone else. This is pig ignorant and highly frustrating (I don't know why- I just find it lazy and therefore irritating). I would make this circumstance punishable by loss of hole in match play, and a 2 shot penalty in strokeplay.
