On top of the changes we have a few holes that don't fit in with the SI criteria as SI1 is on the 17th and SI4 is the 18th which really does play into the hands of a player off a higher HC in a tight match.

I don't see that. The match could be done and dusted before the higher handicapper gets a chance to use two of his shots.
 
The S.I system leaves a lot to be desired.

It's sort of seems to be designed around an individual match play scenario. However, I'm not sure it really works in matchplay either. A course near me has probably 7 of the hardest 9 holes on the front 9, which can give a momentum boost to 1 player over another.

The system almost certainly doesn't lend it self well to some events such as betterball strokeplay where for example a scratch player plays with someone off 10. The indexes make little difference to the scratch player, however the 10 handicapper who gets 8 shots has 4 shots on easy holes lending themselves to net birdies (the scratch player taking care of the harder holes the 10 handicapper doesn't get his 4 shots on). Hence some ridiculous scores.

They could really do with 2 separate indexing systems to deal with that issue.
