Why should there be a difference?
I see the difference as the Club Handicap Committee controls games played on their own course but cannot monitor away games and EG has decided that it can police away scores by stipulating marker criteria.

But this only seemingly applies to scores from abroad not away courses. Again why the difference and more importantly can EG override the terms of the Club’s handicap committee?

In fact EG stipulate that iPlay members (who have no WHS index) can mark the scores of iGolfers. So they are not applying this new stricture to away scores (by definition all iGolfer scores are away scores) of the players for whom they have responsibility.

Also seems a bit daft that if I go abroad and play with a Pro, who may well not have a WHS index, I would not be able to submit the card.

Yes, and in turn the WHA can overrule EG.
 
Sorry - I didn’t k ow you were referring to your own club on a Sunday afternoon but even then I guess the pro shop is there (or even a barman).

are all clubs the same then? Some don’t even have mobile phone signal!!!

Where I play the Proshop has nothing to do with scores including those in comps.

A player is expected to use the EG App, the IG app or the PSI screen and the only involvement from the office is to collect cards (where the PSI screen has been used) that have been posted in the box and check some of them.

Not all clubs are the same though are they (thankfully)!
 
The only changes to the guidance since January 2023 are the additions of "/attester", the wholly superfluous word "strokeplay" in the table (detailing different stroke play scoring formats was already somewhat redundant), and 4BBB comp scores in the table (which should have been done last April).

The guidance states: "Scores must be pre-registered on the day of play prior to the round, by the means established by the Handicap Committee."
There may be circumstances that prevent pre-registration (by the prescribed method).
Thank you for the differences, it's clearly been in there a while then.

I guess that the rule really needs to read something more along the lines of "A Committee may accept a score which was not pre-registered if all the other above criteria are met".

Looking at the criteria again, I'm not really sure that I understand what the difference is between:

"Declare their intent to submit a score via the England Golf app, or via the relevant process defined at the club where the round will be played."

and

"Scores must be pre-registered on the day of play prior to the round, by the means established by the Handicap Committee."

Are you able to kindly enlighten me on that too please?
