Water hazard query

The ball first crosses the water hazard edge at point A, then re-crosses it again at point B. Can you drop at point B? I've read conflicting things.

The only point that matters is the one where the ball last crossed the edge of the penalty area. Where it first crossed is irrelevant unless it is also the last.

I think that the reference point is where the ball last crosses the hazard. So B

Being pedantic it is no longer called a water hazard.
It is called a penalty area
