People do which is why you always get lots of debate when lists are published.

18 for me, with 3 more to be added this year.
Lists are useful when you are looking to play a nice course for a treat but have not played any top ones. None of the top 100 are cheap so if you are paying big money it helps to get some guidance from people who have played these courses. Clearly the list is subjective but they indicate to people who will not know these courses which are worth trying.
Arguing over whether no's 20 and 21 should swap places is pointless but a loose guide is useful for those of us not lucky enough to have played many of those on the list.
