The whole point of banning players is to provide more of an incentive not to get sent off in first place. If they do, it is punishment for doing so.
It isn't to punish any one player or team in relation to a specific competition. So, the ban is simply a domestic ban, regardless of competition.
I suspect if a team were 3-0 down in the 3rd round of the FA Cup, and one of their players got sent off for violent conduct, all hell would kick off if the ban only applied to the FA Cup. Especially if that player ended up moving abroad at end of season.
