One of the things I have noticed about golfing here in Canada (Newfoundland) is that they employ course marshalls who drive (a golf cart) around the course from 18 to 1st hole checking that the pace of play is being adhered too.

Works a treat, if you get stuck behind a slow group have a word with the Marshall who will ask them to let you play through. If a gap opens up in front of you and people are starting to bunch up he will stop and warn you regarding slow play..

These guys are all retired and are only employed on Saturdays and Sunday's, plus any major tournaments.

Maybe something some of the courses need to start considering.

We played at the Warwickshire over the summer and they operated a similar system. Worked well to be honest, There was 12 of us in 3 four balls, I was playing in the last group and had a three ball catch up a bit as the group in front seemed to be a bit slow. He asked if we could let them through ASAP it took a couple of holes for them to be in a position to do so and we would of done anyway! I think if more people used a bit of common sense we shouldn't need them but with a bit of authority twisting someone's arm seems to help!
 
Slow play isn't really a problem up here. The only courses I've come across marshalls are St Andrews and Carnoustie which are mainly played by visitors who are used to long rounds.
 
I have been begging for one for years...Hear are the excuses… person must be an employee, must be the correct type? ( What that ) needs to be the right age… So all this is an insurmountable mountain.
We did have a big open tournament this year,the pro and one of the members marshalled on a buggy that day...WHAT A DIFFERENCE...
