Should bunkers be raked or should they be HAZARDS?

They could be left un-raked, it'd make no difference to me since I only have about 14% sand saves.

However, I've had a few rounds spoiled by landing in a whopper footprint and failed to get out trying to extract the ball from sub-terrain level.
