Roll up GP card submtting alongside team event

There is nothing new about this; it has been the case for a long time (yes, even before WHS came in) and explicitly one of your responsibilities as a player under the Rules of Handicapping in GB&I since November 2020.
I have never believed anything other than that I should try as hard as I can on every hole when putting in a card. What appears to be changing is that the powers that be are now trying to determine that I should put in a card on social occasions when I have no wish , or desire to try as hard as I can on every hole.

If you have no wish to submit a score for handicapping, it's quite simple: don't enter an individual stroke play competition (including any rollup that can obviously be identified as such) and don't pre-register for a General Play score.

Roll ups are part of my social activity when playing golf, I enter them and have a laugh.
 
All I can say, being the OP, is again, not much savvy is needed to realise the ones best to correspond with and the ones to ignore.
 
As has been said, the only authorised format of play for GP score submission in GB&I is individual stroke play.

Such scores may be used for side bets, such as for a team score, but the format being played and the rules being followed must be individual stroke play.

Edit to add: it's important to note that if the format of play is 4BBB, best 2 from 3, etc., that is what it is; i.e. the player does not have the option of electing to play by individual stroke play rules in order to submit a GP score.
In several groups of 4 players I play with, we often play pairs (stableford or gross) combined match-play. This may be alongside 1 or more playing in an individual comp, or 1 or more submitting a GP card. Is this acceptable? as there never seems to be any conflict in regard to the comp or handicapping rules or RoG. Fundamentally we all do our own scores and determine the hole result at the end of each hole.

You say you “often play pairs” - not acceptable for handicapping.
You do all your own scores, although if you are playing pairs, it’s likely that you are giving / receiving advice which is OK in 4BBB but not individual play - Rules of Golf 10.2a.

I put my score in for every round. Some of my other friends do, others do not. However, when we play in fourballs, someone always throws the ball up in the air so that we can play a bit of matchplay, losing team buys the coffees.

I have never said "no, we cannot do this because I'm putting my score in for handicap, and the handicap committee will discipline me for playing match play, they may even bring it up with the County Union / England Golf". Likewise, I don't think there is any expectation from England Golf that all these thousands of scores being submitted my golfers are being done so without any match play side games going on.

However, I have always suspected the importance of the rule is to clarify that scores cannot be submitted if the match play format is being played under match play conditions, such as gimmes and conceded holes long before needing to hole out. So, clearly, I'd never submit a score if I was playing a Match Play competition, as I will be playing Match Play rules

We play to stroke-play rules and philosophy, advice is not given or received, we are not playing better ball, players submitting cards always putt out (subject to NDB).
We tally up hole by hole rather than combining scores over the full 18, most of the time we walk off the green, check what everyone scored and determine the hole result by combining pts or gross scores. I'm not clear if you are saying that: if a group of 4 play in an individual stroke play event (or submit GP cards), they are not permitted to have a side match of any sort, for a pot of tea?
