County / Regional Championship Team Event Alongside Individual

I would guess because that makes the main competition a team one where players are able to advice each other
This is not so.

Players on the same side can give each other advice. Players on the same team cannot give each other advice unless they are also members of the same side.

I was using the generic term for team, rather than the terms used in the RoG. So for clarity two players playing together in an aggregate strokeplay competition are playing as a side & therefore are able to give each other advice. Players playing in a singles strokeplay competition are not able to give advice, whether or not they were playing with a team member from the same club. Where a team (club) prize is also awarded.
So the aggregate stableford is not acceptable for handicapping, but the singles stableford competition is, even if a team prize is also awarded.

How do you define which competition is the ‘prime’ one and therefore the rules of individual or team are applicable?

I am not readily persuaded of this.

'Aggregate strokeplay' is not a format covered by the Rules of Golf, so I do not automatically default to the idea that the players are partners in the same side. The Committee would do well to provide clarity via the Terms of Competition or via a Local Rule.

Advice received direct from EG a couple of years ago.

Where did you find the quote in your post? As this does seem to suggest that if players play together scores are not acceptable.

IV The Playing Handicap and its use in Stroke Allowances for Competition Purposes – Team Formats of Play

Team Format Competitions

When members of a team play in the same grouping (e.g. best 2 out of 4, best 2 out of 3, best1, then 2 then 3 (‘waltz’)) then such scores are not acceptable for Handicapping Purposes. In addition, a player may not choose to submit a General Play score whilst playing in such a team competition. However, where members of a team do not play together and the competition is effectively an Individual Competition, such scores must be submitted for Handicapping Purposes.

Interesting that the examples don't include 2 of 2, as is the case with aggregate srokreplay/stableford.

You may be right, never the less the fact that aggregate strokeplay is not a format covered by the RoG would make it not accetable anyway would it not.
