We rotate our players to try and ensure we've all played with a different partner but yes, I then consider handicaps when pairing with our visitors.
Most of the clubs we play aren't "tactical ".
It's mainly social and there no end of season league table.
But to ask not to be paired with a high handicapper in case he has a good day is a bit precious.
In one match we had a 38 player and they had a 40. I put them out last with two other high HC's to avoid pressure on them. Of the 32 players 28 had come in and finished their meals and all gone onto the balcony to see if we could spot them.
When they finally stood on the par 3 18th they got a thundering round of applause!

The oil tank at work is leaking
