Quick handicap questions please

Read my posts Martin. It isn't tampering. Provided full handicap is used for CSS calculation and handicap adjustments, CONGU rules allow prize allocation based on less than full handicap allowance.
What you posted is exactly what our club is doing, the comp is advertised as 3/4's and scores are entered into comp off full handicaps.

So your club committee should be providing members with a justification for their policy. If the Regional and National Unions agree that the handicapping system is as fair as it can be, why should a genuine 24-handicapper start a comp with a 6-shot deficit?
 
What should be the procedure against those that openly talk about how they manage their H/Cap & have purposely taken extra shots near the end of the round?
I know it must be somewhere, but I'm unable to find it.

It's a two step procedure:
Step 1: tarring
Step 2: feathering

10 shots for a 28 handicapper!

You co​uld try this:

Dec.2(c) Status of Incomplete Cards and ‘No Returns’

(f ) Clauses 23 and 24 of the UHS give clubs the discretion to deal with players who persistently submit
incomplete cards or make ‘No Returns’ if they consider they are attempting to “build a handicap”.

If, as sometimes happens, you've drawn the short straw and are doing this on your own, tread carefully. One of the reasons CONGU insist that a club must have a Handicap Committee with a minimum of 3 members is that you can demonstrate that things have been discussed and agreed and that it's not you acting alone.
