New handicaps Clause 16 or appendix J?

We were discussing the new guide in the office when mention of a limit of 6 shots came up. Which one do you go by and as Appendix J is Titled Congu Club Handicaps will it be defunct on 1st January?

When allotting a new handicap Clause 16 1. Adjust any score of more than 2 over par for men and 3 over Par for women at
any hole to 2 [3] over par respectively.
makes no mention of the '6 shot over' limit found in Appendix J
2.2 Any score more than 2 [3] over par at any hole must be amended to 2 [3] over par.
(The maximum reduction under this clause shall be six strokes per round.)


 
Just use your software system - it will be pre loaded for the initial HC allocation plus any adjustments

Just keep letting the software do its job with the current version until the 2018 software comes online. Handicapmaster advised me that they will be going live with their 2018 version during the second week in January. If we don't want to wait until then to run the Annual Review report, we can use their 2018 preview version.
 
As I understand it with our software the adjustments are put in manually when entering the gross score from the card. The score is not entered hole by hole.

I have not previously been involved with initial allocation, so trying to figure it out.

Sorry but all new software all you do is put the gross score in hole by hole and it adjusts it automatically- in the 6 years I have been doing it there is never a need to manually adjust the card - any software requires the score hole by hole - you can’t just put the overall gross score in
 
My understanding is that automatic processing of initial handicap cards has to be included in any accredited handicapping software.
