Is it OK to play off a Rabbits H/cap in a Club's Tigers KO Match-plays??

The normal situation is that any handicap rules applicable to their entry to a competition are applied on entry. In the case of the sort of competition you have outlined here players would be reassigned at the time the draw is made to the appropriate section.

During the competition you play off your CONGU handicap, you don't start limiting handicaps - by that logic if a player in the above 15 handicap section had been cut to 10 are you going to play him off 16? I don't think so...so why should a player who's gone up suddenly be restricted in some way? Poppycock 😎

I guess it could be said...'Follow the CONGU logic'.....
DQ if you play above your CONGU h/cap
no - DQ if you play below it in a Comp that has a 'cap' which you knew about when you entered! Commonsense :thup:
