In practice yes that's entirely true, in reality though there's no hiding place on the course and ALL shots have to be accounted for, you can shank one into the trees and say "that's an outlier, let's not count that" that's why mickelsons averages look high, or any other pro for that matter.

OP- is that a 15 foot radius around the flag or 15 foot from the pin?? (30ft radius)

Yes exactly, that is the point I was trying to make and the one you were arguing against. The averages look high because of the outliers, the freak shots, but you were using the averages as a reason to aim for the centre of the green and not try and get in close. If you are aiming for the centre of the green you can still throw in a horror shot once in a while but that would take the average from the hole above 30ft if your regular well struck shots are between 20-30ft from the flag.

I guess we will have to agree to disagree on this one but I sincerely hope the OP takes some of the points on board, works on his technique and distance control, then starts flag hunting with a wedge in his hand inside 100 yards and starts holing more putts.

A 30ft radius is an achievable target, you just need to practice, learn how far the ball actually flies and keep working at it.
Once you learn how far the ball flies and it's shape/trajectory that's when you start factoring in green slopes, green speeds etc,
I agree flag hunting inside 100 yards is the way your going to score well but targets have to be realistic, reducing your dispersion by 50% is hard, very hard so targets need to be reasonable.
 
Maybe written that wrong, I meant a 15 foot circle round about the flag, meaning the ball will never be more than 7.5 from the flag as oppose to the ball being 15 foot from the flag giving a 30 ft circle round the flag
