Here's the thing. We're all looking at this from a golfers POV. What about a golf club POV? Clearly, this issue has been around for a while, and those who play faster just deal with it. So why the hell would a golf club want to change anything? No skin off their nose. They don't care if it takes 4 1/2 or 5 hours to play golf, they care that their tee times are full & they have all the money they can make!
If memberships are falling and slow play is seen as an issue at that club and this is seen as a reason to not join said club, then it could be skin off their nose so to speak. Also simple maths dictates that the more people they can get on the course the more revenue they will generate.
Also without wishing to sound too much like a yurt eating yoghurt wearer then it may be in the interests of the game in general that speed of play is addressed. So they should possibly care a bit about that.
