Finally some positive action against cheating bandits

Lancashire Golf Union announced today the action they had taken against 2 players. They both had their handicaps suspended for 2 years together with a savage reduction of their handicaps for if/when they return.

This is how they justified these actions:

"The disciplinary panel of the Lancashire Union concluded that both players
had failed to carry out their responsibilities under the CONGU Unified
Handicap System, evidenced by the disparity between their performance in
qualifying events counting for handicap and significant success in open
non-qualifying events."

They and the clubs they belonged to were named in the statement. They were well known on the Open circuits.

Er was off 21 at 10.42 this morning. Now 20.2. That should keep Notts GU letter away for a few more weeks
funny thing is, as I was smashing it today for 20 points a PP who smashed it for a 0.9 reduction on Tuesday scored 8 points today. Proper felt for him.

The email I received with the full information - names, clubs and all - was from an official source and stated that the Lancashire Union had put it out on social media. Which one I do not know.

hope you are posting all these "smashing" scores to the handicap sec for an Annual Review.

They all go into the computer, I came third last year in the order of merit and was hoping for a cut, but nope.
I read with great interest that you are supposed to play in the buffer zone or handicap three or four times a year. Think ave done that since the start of April.

It is quite risky calling people cheats if you don’t have evidence that they cheated. It might be an interesting court case if these people are in a position to sue.

Maybe they have the evidence hence the reason for doing I. It's not likely they though randomly they are cheating lets ban them I am sure we will be fine.

In this instance I don't think there is much chance of Lancs golf Union getting it wrong. They were Bandits and they cheated honest golfers out of prizes. Don't think there will be a court case although I believe there has been in the past.
Was talking to a guy in the car park at our place the other day and asked why he does Not play with player A anymore. He said because he is not a nice person to spend four hours with and he cheats. Think this topic has been done many times although never with a positive result like this.

The statement in the op states that it was evidenced from the disparity from their performance in qualifying and non qualifying events. I suspect that might not work as evidence in a libel case. Proving banditry is always going to be difficult and probably needs the person to admit it. Perhaps they did.

The letter detailing the players' punishment was very carefully worded with no mention of cheating but "failing to carry out their responsibilities under the CONGU Unified Handicap System".

Is what they have written damaging to the persons reputation? The answer is yes. If it is untrue it is libellous. I would say the evidence cited does not show that they failed to carry out their responsibilities under the handicap system. I suspect a court would agree.

I do not know if they have any other evidence.

Presumably the CDH system would be suitably updated and any "transfer" to a new home club rejected.

They would also not have a "c" rated handicap so couldn't enter opens.

Yes. I can say cheating as I am not issuing the results of the enquiry into their conduct but that is what it is. I am also certain that the County Union took legal advice before they issued their decision. Is what they have written damaging to their reputation? Yes. I don't think they need any other evidence. I'll take money on the players concerned not appealing any further.
