If memory serves I think you often quote USGA items. Not really important but I have been curious about this - I don't think you are US based. Do you just find it easier to navigate or something?

Let's start a thread discussing what we think of the 3rd party who reported it.... No way I would do that for this breach.
Why would you possibly want to target someone for raising a legitimate rules issue? I can only suggest you have a careful read of Rule 20.1c(2), this is simply what the rules require of everyone in a stroke play competition.

Whatever the golf competition us competitors don’t get to choose which rules we will - or will not - play to.

Once you allow discretion then no strokeplay competition would be valid for all competitors as there would be different players playing to different rules
 
I am referring not to the rules break but to the person who sees this from another hole and reports it. I wouldn't do so.
As you would be prepared to breach one rule, which other rules would you ignore?
You see an elderly lady sneak a couple of packets of cigarettes into her bag whilst the assistant's back is turned. Do you report it?

I cannot fathom why anyone would be whining and criticizing another person for trying to ensure that the rules are observed in a monthly medal. You are absolutely welcome to your own moral code.

Do you stick to 30mph when instructed, or to 70 on the motorway? This could go on all day. Enough.

Ah, but traffic police can use their discretion when dealing with possible life changing incidents, whereas golf rules are so important that no discetion is permitted under any circumstances.

You are demonstrating a total lack of respect for the person involved and rest of the players in the competition.

I can't help but wonder how your morals stack up when the person who you have allowed to unknowingly break the rules ends up winning something. How do you suppose they would feel if they became aware that they shouldn't have won but did because you essentially cheated on their behalf (never mind the person who should have won)? Or when they break the same rule again in a different competition because they didn't learn this time, and the resultant penalty costs them a win.

His rule only comes into play if he is in the winners enclosure
 
You do realise the "just about" part which you choose not to highlight, in actual fact confirms that he did not carry the ditch from the ladies tee. If I 'just about' hole a putt, it means I've missed the putt. Just about means nearly, so he's back in the ditch a 2nd time.

The ladies tee could easily be in line with his point of entry. As I have stated several times, we do not have the complete picture. His gain would be that he ignored the fact he played a 2nd ball but if it had cleared, which it didn't, who's to say he wouldn't have played this ball?

A practice stroke at a ball you have introduced to the playing area when you have hit a ball into a ditch is not a valid action. I am not advocating that the player had to declare it was a practice stroke as it's against the rules. Why on earth would anyone declare, I am going to break the rules here but it doesn't matter as I'm just practicing.

He introduced a new ball, knowingly or unknowingly, it's against the rules. Why anyone would think otherwise.....well you know the rest.

I think you fried your own brain, and statements like this prove you are in a complete muddle. If I just about holed a putt, I see that as I HOLED the putt, but maybe it did a 360 round the hole before dropping. If I just about made the train, then I got on the train just before it left.
