Bogey Competitions

It seems that the CONGU UHS allows adjustment of handicaps for a Bogey Competition as long as full handicaps are used. Am I right? It strikes me that the score structure is not compatible with that of a Stroke/Stableford competition. With an 11 handicap I can get a Bogey score +2 and 47 Stableford points from the same round of golf! Can anyone comment?

If it is bogey, you get adjusted on bogey. It is just the way it is.

Not a popular format anyway.
