arranging knockouts rant

at my club you give 3 dates and times to your opponents ( i normally just phe them up and ask whats best ) if you have given them dates and they refuse or cant play it goes to committee who give you a time and date,if you dont show your out,but very rarely gets that far.

Do both parties supply three dates and times. Who has responsibility for arranging these ties?

I saw my opponent today on the fairway today, him on the 2nd me on the 1st...this is how the convo went...
"You Barry?"
"Yeah"
"We need to arrange our match."
"Friday 5pm ok?
"Yep, see you then."

I then duffed my approach to the green...false sense of security and all that.

first name on sheet supplies 3 dates (got to be reasonable) what normally happens is we phone each other and just arrange best for everyone,only once have i progressed without playing that was due to him being d.q'd for rules breaches.
