Winter rules - pick and place

You may change you ball at any time when proceeding under a rule that requires you to you drop or place. NB Not replace

I think, think note, you can only change your ball between holes unless your ball is actually damaged. Changing it mid hole because it is muddy is not a good enough reason.

No need to apologise...

He's not changing it because it's muddy, he is taking relief under a rule - see rule 6.3 (and then, in the context of the unstated question, possibly 14.4)
 
Just thought I'd resurrect this thread after a lively discussion in our spike bar after yesterday's round
....

After the enormous efforts made to get him to change his ways, he is now good as gold and marks his ball, lifts, cleans and places when Winter Rules are in play. We are reluctant to let him know of the rule change in case he goes back to his club jiggling routine. Do you think we should tell him?

To answer your query - no. Why bother? The rules have changed but nothing he's doing is in breach of them. So I'd leave him be.
