So how does one ever hole out if there ball is stuck like this. Seems to be in limbo at that stage. no one can touch it, or move the flag?
The one about the whole ball needing to be below the ground / Flag stick wedging rule. Pointless.I've lost track. What ruling was silly and needless?
The Rules of Golf are the same whether you take them from the R&A or the USGA.
As to double greens, no part of a double green is a wrong green whichever hole you are putting to.
The only way this can be different is if the green is marked to show two different parts and there is a local rule to explain that.
You are allowed to move the flagstick, and if the ball drops it's holed with the shot just played.
